Therefore, they would prefer that people try hard to find a solution before resorting to surrendering their pet to a shelter. The SPCA of Hernando County is a small no-kill shelter. They can accommodate 19 plus dogs and have 2 large cat rooms. Cats are not kept in cages except when they initially come in or if they are ill. The board members are all animals lovers that believe that all animals deserve another chance.
