Found Dog

Description:

Looks like a Shih Tzu or a Havanese, most likely a mutt, soft but thick coated, pretty young, very gentle, very skittish, half potty trained it seems, found without a collar along with another dog which is male, I suspect some neglect and maybe abuse, was outside during the a storm. The dogs are clearly a bonded pair. Neither like to be outside at all.
