Florida needs improvement in their laws towards animals. It amazes me how people can be so "stupid" and leave their pets in a parked car with the windows open and they think that is okay. I think there should be a law regarding leaving pets in parked cars. Hit them where it hurts, in the wallet. Perhaps they would think twice before doing so.
